# UK graduate visa 18 months 2027: what changes for applications made after the 2026 cut-off

> **The short answer**: The UK graduate visa is permission to stay and work in the UK after a UK course, and for applications made after the 2026 cut-off it lasts 18 months for non-doctoral graduates, not two years. The 2026 Budget announces two years for graduates of high-compliance universities, but GOV.UK does not show that yet.

**Key takeaways**

- Apply by 31 December 2026 for two years. Apply after that cut-off and the visa lasts 18 months.
- PhD holders get three years, according to the length table on GOV.UK.
- The two-year exception for high-compliance universities is announced, not in force, and its criteria are not yet published.
- Your application date sets the length, not your course start or graduation, so check the date before you pay.

## What is the UK Graduate visa?

It is permission to stay in the UK after a UK course. You can work, look for work, be self-employed, travel and come back, and do unpaid voluntary work for a registered charity or similar body.[^1] It is not a student permit. You can study on it only if your course is not eligible for a Student visa, and it cannot be extended. You may be able to switch to another route, such as a Skilled Worker visa.[^1]

## How long does the Graduate visa last in 2027?

Eighteen months for graduates without a doctorate who apply after the 2026 cut-off. Two years if you apply on or before 31 December 2026. Three years if you hold a PhD or other doctoral qualification.[^1] GOV.UK's lead paragraph says 'at least 18 months', but the length table gives the exact figures, so plan from the table.

| Who, and when they apply | Length | Health surcharge | Surcharge plus £937 fee |
|---|---|---|---|
| Not a doctorate, applied on or before 31 Dec 2026 | 2 years | £2,070 | £3,007 |
| Not a doctorate, applied after the 2026 cut-off | 18 months | £1,552.50 | £2,489.50 |
| PhD or other doctoral qualification | 3 years | £3,105 | £4,042 |

The surcharge figures come from GOV.UK's cost page, which lists them by visa length.[^2] The last column is our sum of the £937 application fee and the surcharge. The surcharge is usually £1,035 per year, and you are told the exact amount when you apply. If you later take a public-sector healthcare job after paying it, you may be able to claim a refund.[^2]

## Who gets three years?

Holders of a PhD or other doctoral qualification get three years. ICEF's October 2025 report says PhD graduates keep up to three years, and GOV.UK's length table gives the same figure.[^1][^3] None of the sources we opened says whether funding changes that length. If a doctorate is your plan, the [PhD in Saudi Arabia guide](https://tiswa.app/en/blog/phd-in-saudi/) covers the file that comes before it.

## What did the Budget announce, and is it in force?

It is an announcement, not a rule yet. The 2026 Budget states that the visa will be set at two years for graduates of high-compliance universities with strong labour market outcomes.[^4] The Budget describes it as an extension 'from 18 months to two years for eligible universities'. The wording here is as The PIE News quotes it.

The Budget does not define 'high-compliance' or 'strong labour market outcomes', does not say how many universities qualify, and does not say whether the Basic Compliance Assessment that governs sponsor licences will decide it.[^4] PIE reports that the detailed criteria are not finalised, and that the Home Office and the Department for Education will design the policy.[^4]

Announced is not the same as in force. The GOV.UK guidance we checked still shows 18 months for applications made after the 2026 cut-off, and it does not mention the Budget exception.[^1] Until the new rule is published, plan on 18 months and treat two years as a bonus.

## Does the new length cover students who started before 2027?

Under GOV.UK's wording, the length follows the date you apply, not the day your course started.[^1] ICEF's report said the cut would reach most students already on course and those starting this academic year, which reads differently.[^3] Follow GOV.UK. A student who started in 2025, finishes in 2027 and applies in 2027 gets 18 months under the current rule. That is our reading of the text, not an example GOV.UK gives.

## What counts as applying by 31 December 2026?

GOV.UK does not say whether starting the online form, paying the fee or completing the identity check counts as applying.[^1] Keep a receipt that shows when you submitted. From 5 November 2026 to 31 December 2026 is 56 days, or exactly eight weeks. GOV.UK says decisions usually take up to 8 weeks, but the cut-off is the day you apply, not the day you hear back.[^1]

## What does this mean for students from Saudi Arabia?

You apply from inside the UK. You must be in the UK when you apply, and your current visa must be a Student visa, so the first step is still the Student visa.[^1] The [Saudi student visa guide](https://tiswa.app/en/blog/saudi-student-visa/) covers that step, and [studying in the UK from Saudi Arabia](https://tiswa.app/en/blog/study-in-uk-saudi/) follows the route from acceptance to arrival.

Scholarship students need one more check. None of the sources we opened says whether a sponsor's rules change how long the Graduate visa lasts or who qualifies. Ask your sponsor in writing before you plan a stay. The [Saudi cultural mission guide](https://tiswa.app/en/blog/saudi-cultural-missions/) explains what the mission decides for scholarship students.

The GOV.UK pages we opened do not split the rule by how the course is funded. A self-funded student and a scholarship student read the same text, and the application date sets the length for both.

## Is the Graduate visa a work visa?

No. It allows work, but it is a stay that ends, and it cannot be extended.[^1] Doctors, nurses and some health and social care workers may check the Health and Care Worker visa instead, which is cheaper and has no annual surcharge.[^1] Treat the Graduate visa as the time to find work, and the work routes as the next application.

## What students get wrong about the 2027 change

- Planning around graduation day. You can apply once your provider has reported that you completed the course, without waiting for graduation or a certificate.[^1]
- Reading the Budget as if it were law. It is an announcement, and the criteria are not finalised.
- Forgetting that the surcharge is charged per year. At £1,035 a year, the 18-month surcharge alone comes to £1,552.50.[^2]
- Waiting until the Student visa runs out. Apply before it expires.[^1]

> **tiswa's take**: Our take: if your provider has reported completion and you can file before 31 December 2026, file at once and take the two years. If you finish in 2027, plan for 18 months and count the Budget exception as a bonus. Do not choose a university because you hope it will qualify, since the criteria are not published yet.
